Back to homeBarranquilla · Pioneering city

Barranquilla, pioneering city in managing an inclusive and transformative care and support system.

This experience is the result of a co-creation process between UNICEF Colombia and the City Management Office of the Barranquilla Mayor's Office within the Inclúyete+ strategy, which territorializes the inclusion, support and care model for children with disabilities and their families.

Recognition

Co-creation with the City Management Office · Inclúyete+ strategy

UNICEF Colombia recognizes the leadership of the Barranquilla Mayor's Office through its City Management Office and the Inclúyete+ strategy, which makes the District a national reference for the local operationalization of the inclusion, support and care model, with a transformative approach to care and the rights of persons with disabilities, their families and caregivers.

How the model is operationalized

Inclúyete+ translates the model into district management.

Every part of the model —approach, institutional capabilities and critical processes— is made concrete in operational routes within the Barranquilla Mayor's Office.

1 · Approach

Rights-based and life-course approach

Inclúyete+ adopts the framework of the Convention on the Rights of Persons with Disabilities and the Public Policy on Disability and Social Inclusion, articulating early childhood, childhood and youth with the district offer.

Intersectionality

Territorial reading by locality, gender, ethnicity and type of support required, with a focus on caregivers and households bearing disability extra costs.

Transformative care system

Articulation between care, support for autonomy and social protection, moving beyond an assistentialist view of care.

2 · Institutional capabilities in Inclúyete+

01

Information and characterization

Cross-referencing the national disability registry with district health, education and protection databases to identify households with disability and estimate extra costs by locality.

  • District inclusion dashboard by locality
  • Characterization of caregivers linked to the strategy
  • Identification of barriers to accessing the offer
02

Inclusive environments

Reasonable accommodations in educational settings, public services and community spaces, with continuous training for Mayor's Office teams.

  • Universal accessibility route in district facilities
  • Support for classrooms with children with disabilities
  • Inclúyete+ cultural mobilization in neighborhoods
03

Provision of support services

Combined offer of support for autonomy, caregiver relief, personal assistance and active intersectoral referrals.

  • Respite centers and routes for caregivers
  • Personal assistance and assistive technologies
  • Activation of the district offer case by case

3 · Critical processes in the District

Nominal case management

A district intersectoral team operates the cycle: intake, characterization, individual support plan, offer activation, follow-up and closure, with traceability per household.

Disability certification and registry

Articulation with the network of providers authorized under Resolution 1239 of 2022, as the entry point to district social protection.

Autonomy route for caregivers

The 3R strategy applied in Barranquilla: recognize, reduce and redistribute care work, with relief services and income routes.

Financing and social protection

Identification of extra costs, targeting beyond the national poverty index and exploration of results-based financing schemes.
