Alliance for an Inclusive Recovery in Colombia

Let your project be an example of how to build back better.

If your municipality, your company, or your foundation is repairing a school, a park, a road, or a service, you have the decision in your hands to repeat the usual barriers or leave the territory more accessible than it was. Inclusive recovery does not cost double: it is planned from day one and can be verified.

For municipalities and recovery project leaders, public and private.

The difference is visible.

Two recovery projects, two universal design decisions. What changes is not the budget: it's who can enter, learn, and play.

Comparison before and after recovery of a school with a ramp, widened entrance, and accessible signage

School · the same door, now for everyone

  • Ramp with safe slope and handrail where there were previously three steps.
  • Widened entrance, accessible bathroom, and signage with pictograms, sign language, and braille.
  • From 'only one way to learn' to 'here all abilities add up'.
Comparison before and after recovery of a park with continuous flooring, adapted swing, and accessible route

Park · play is also recovered

  • Continuous and non-slip floor: wheelchair, stroller, and cane pass equally.
  • Adapted swing, ramp to the play module, and accessible route to the sidewalk.
  • Shade, benches with support, and clear signage for the whole community.

Basic framework for inclusive humanitarian action

Four essential actions

Inter-Agency Standing Committee guidelines and UNICEF essential actions.

  • 01

    Promote real participation

Organizations of persons with disabilities in coordination, decisions, and needs assessment. Nothing about them without them.

  • 02

    Remove barriers

Physical access to shelters, routes, and services; information in accessible formats; dignified treatment regarding attitudinal barriers.

  • 03

    Strengthen capacities

Trained response personnel and communities, and reinforced organizations of persons with disabilities as first-line actors.

  • 04

    Disaggregate data

Washington Group questions and UNICEF Child Functioning Module to know who is left out, by sex and age.

Inclusive recovery verifications

Six questions that define if recovery includes or excludes.

0 of 6 meet in your territory

They are presented as compliance verifications (meets / does not meet) to guide territorial planning; each entity can turn them into quantitative goals according to their baseline and risk management plan.

The six complementary emergency response verifications are in the inclusive humanitarian response section.
